What to know
A guard is required on each open side where the drop is more than 600 mm between the walking surface and the surface within 1.2 m of the edge. Exterior guards serving one dwelling unit may be 900 mm high where the walking surface is not more than 1 800 mm above the ground, and 1 070 mm otherwise. Openings must stop a 100 mm sphere, and in Ontario every required guard must have nothing between 140 mm and 900 mm that will facilitate climbing; horizontal rails or cables in that zone can facilitate climbing, which is what the rule targets. For glass, aluminum or other manufactured systems outside the Code's prescriptive rules, Ottawa asks for the manufacturer's information and attachment details with the permit.
Ottawa rules that apply
In Ottawa a deck needs a building permit, whatever its size, when it is attached to or next to the house and its walking surface is more than 600 mm (24 in.) above the adjacent grade, and when it is an elevated deck providing principal access to the house. A freestanding deck needs one when its walking surface is both over 10 square metres and more than 600 mm above grade. For applications deemed complete on or after March 11, 2026, Ottawa applies both Zoning By-law 2008-250 and By-law 2026-50, with the most restrictive provisions applying, so confirm the setbacks for your lot with the City.
