Composite boards are a capped blend of wood fibre and plastic; PVC boards are cellular PVC with no wood fibre. Both come with a paperwork step in Ottawa: the City's sundeck submission list says that where the proposed decking is other than conventional lumber, it requires a material testing report (CCMC or BMEC). Ask the builder which report covers the board they are quoting before you apply for the permit.
How long do they last? We found no government or standards-body lifespan figure for composite or PVC decking. What manufacturers publish are warranty terms: 25- and 30-year limited product warranties on composite lines, and lifetime product warranties on some PVC lines. A warranty term is not a measured lifespan, so read what the warranty covers and what care it asks of you. We found no neutral source for how often composite or PVC should be cleaned; follow the manufacturer's care guide.
The permit rules, guard heights and footing rules are the same as for a wood deck. Published Ottawa and Ontario builder prices run roughly $45 to $95 per square foot installed for composite and $59 to $110 or more for PVC. These are vendor estimates, not quotes, and some packages leave out railings and steps.
